a. The Secretary said that DA will help in the marketing efforts to expand coffee
demand, as well as production efforts to improve supply.b. The Secretary suggested the creation of a Task Force for every commodity winner. It will coordinate the needs of the
industry and provide the strategic direction to propel its growth and development. c. The Secretary promised to meet with Mr. Johnny Santos, President of Nestle to convey the proposal of the
industry for a coffee buying floor price of P45.00 per kilo to encourage the continuing production of coffee by growers. d. The Secretary requested the industry to coordinate their activities/
program with Dr. Espino for inclusion under the HVCC Program on nursery and post-harvest development. |

a. The Secretary expressed his agreement to the private sector proposal to strictly
implement the SPS in imported agricultural products in order to protect our local industries. In this regard, he has instructed all quarantine units of the DA to meet and discuss policy directives and
implementation guidelines.b. The Secretary will instruct NAFC to prioritize the allocation of the fertilizer grant from Japan to the export commodity champions, in cases of failed biddings. c. The Secretary instructed Usec. Drilon to study the price structure of fertilizer. d. The Secretary instructed Atty. Blo. Umpar Adiong to review all export fees. |

a. The Secretary informed the group that there was already a breakthrough in the
research effort of the US in extending the shelflife of banana, mango and tomato thru enzyme manipulation. The US has already accepted the participation of 2 Filipino scientist in the research program.b. The Secretary instructed Director Adiong of BPI to fast track the accreditation procedure, study the possibility of lowering down inspection fee and strictly enforce the export ban on the
carabao mango planting material variety. c. The Secretary said that negotiations will be made with US in order to recognize the Philippines as a seedweevil free country as shown in the
international map. d. The Secretary conveyed to the group the finalization of an agreement with the US Secretary of Agriculture wherein we can expect that within two years time, after we have
complied with their testing requirements, the US will open its market for fresh mangoes. |
Commodity : Banana Chips |

a. The Secretary instructed Dr. Espino, HVCC Program Director, to include under the HVCC
programs all activities pertaining to the further development of banana chips as an export winning commodity.b. He instructed Dr. Espino and Asec. Capelan to work out the details of improving
further the production and marketing of banana chips. |
Commodity : Abaca |

A. Short Term (one year1. To establish at least two (2) demonstration farms in major
producing areas to showcase new technologies. 2. To conduct a study/assessment of the abaca market to include growth in shares of other producing countries rate of substitution of abaca fiber
with other substitutes (I.e. kenaf, sesal, rayon), varietal preferences, etc. 3. For the Central Bank to use abaca fibers in the printing of the Philippine currency.
B. Long Term (more than one year)
1. To conduct study and funding for disease eradication 2. To conduct research in the
development of strains resistant to diseases. 3. To conduct researches on the utilization of abaca's secondary products. |
a. The Secretary informed the group that a task Force has been formed composing of FIDA,
BAR, and PCARRD focusing on research which will do varietal improvement and disease control researches. The Task Force will also be set up nursery and tissue culture facilities.b. The Secretary
instructed Asec. Capelan to meet with the representatives of Isarog Pulp, ALENDECO and the exporters organization to formalize the cooperative efforts in research and development on Abaca since these
companies have already agreed to pool financing resources to implement the project. c. The Secretary informed the group that the Central Bank already approved the use of abaca paper for the
printing of our currency. d. The Secretary directed FIDA to concentrate all efforts towards the further development of abaca as an export winner. |
Commodity : Cutflower |

A. Short Term (one year)1. To accredit the Federation to import special inputs i.e.
retardants, pesticides, etc. 2. To reduce phytosanitary and inspection fees for rooted cuttings seedlings. 3. To establish a market center in Metro Manila. B. Long Term (more than one year)1. To provide accurate data base on production information. 2. To develop cupflower zones to attain critical mass of production for export. |
a. The Secretary instructed Undersecretary Drillon to immediately set in process the
accreditation of the Cutflower Association in the importation of special fertilizer and chemical inputs.b. The Seretary directed the BPI to study the removal of inspection and phytosanitary
fees for export and to lower down to a minimum the importation inspection fees related to varietal improvement activities. c. The Secretary said that there is a special program to develop
Cavite, Laguna and Batangas as vegetable and cutflower garden directed for the Metro Manila market. The program was launched on February 14, 2000. |
Commodity : Palm Oil |

A. Short Term (one year)1. To lessen the cost of imported production inputs.
2. To develop a comprehensive Industry Plan for palm oil. 3. To identify specific areas and proponents as well as possible partners for joint venture arrangement for the development of the
15,000 hectares for oil palm plantation. B. Long Term (more than one year)1. To provide accurate data base on production
information. 2. To enhance access to long term financing (make available P 750 M). |
a. The Secretary informed the group that a request was already made for DENR to identify
log over areas in Agusan for possible palm oil growing. He said that the Task Force that will be formed will be tasked to coordinate these matters and recommend policy changes to improve the investment
climate in order to fast track growth and development.b. The Secretary has instructed Asec. Capellan to work out the financing of palm oil projects under the P500 M allocation for agricultural
projects under the Erap Bond. Another source of financing will be the Tree Crops Development Project which will hopefully be approved and implemented under World Bank financing this year. |

from 35% to 10% other feed ingredients - from 10% to 3% 2. To become "Foot and Mouth Disease" free country. 3. To accredit the Philippines to Office Internationale
Epizootics (OIE). 4. To import only from FMD free country as per OIE certificate. 5. For the hog industry players to meet regularly with Secretary Angara. B. Long Term (more than one year)

a. The Secretary said the issue on lowering corn tariff is made complicated by the
conflicting stand of the corn and hog industry. As such, the DA has to balance its policy to be fair to both industries.b. The Secretary instructed DR. Teodoro Abilay to study the
possibility of banning the inter-island transport of live animals. c. The Secretary would like to highlight the success of a particular livestock grower/integrator (Ayson Farm) who was able to
operate a win- win situation for corn growers. Livestock raisers and meat processors. He suggested that the players of the livestock industry should study the operation of this model farm for possible
replication of success. d. The Secretary said that the issue of banning the importation of meat products is not that simple because DA has to balance its policy to be fair to both the local meat
processors and the livestock growers. However, the Secretary informed the groups that when he assumed office, he stopped the importation of carabeef and has instructed concerned agencies to further study
this matter. e. The Secretary reiterated their previous agreement with the hog industry group for counterparting arrangement pertaining to fund support for R & D on genetic improvement and
disease control. |

A. Short Term (one year)1. Accreditation of the federation to help in the regulation of
imports and establishment of egg quality standards. 2. Initial allocation of 10 thousand metric tons of fresh eggs and egg products. 3. Order the stop of the importation of fresh
eggs and egg products. 4. Counterfinancing for egg promotion campaign. 5. For DA as the lead agency together with DECS, DOH, DSWD, and PIA for information dissemination.
B. Long Term (more than one year)1. To provide accurate data base on production information. 2. To establish a regulatory body to oversee importation of parent stock and provide code of conduct/seal of quality. |
a. The secretary instructed Dr. Abilay to study the possibility of stopping the
importation of egg products od to impose strick standards on the imported egg products.b. The Secretary will assist in the promotional efforts by urging the inclusion of eggs in the nutrition
campaign of DECS. The Secretary can likewise negotiate for cheaper advertisement spot/space from PIA and Channel 4. He emphasized that the initiative should come from the private sector, particularly
the conceptualization and design of the promotion materials, with the government providing support. c. The Secretary said that the DA will provide technical assistance, review regulation and
fees, and work for the improvement of the environment to ensure the growth of the industry. However, he emphasized that although the DA has strong commitment to R & D, |

Commodity : Seaweed |

licensing of farm areas, information campaign on good quality and harvest facilities. 2. Tight monitoring of the CODEX Alimentarius Commission and continue industry representation to the CODEX
Committee on Food Additives and Contaminants (CCFAC). 3. To develop insurance scheme for seaweed growing. B. Long Term (more than one year)1. To provide accurate data base on production information. 2. To give position paper to DTI requesting the US government to cancel patent
filed for carrageenan technology in Canada. |
