GOVERNMENT POLICIES AFFECTING THE CATTLE INDUSTRY Non-Tariff Barrier Non Tariff barrier to Livestock and Poultry
products are centered on sanitary and phytosanitary for both live animals and meat products, procedures of the Bureau of Customs and existing laws (e.g. Magna Carta for Small Farmers) that can restrict entry
of meat product imports. Sanitary and Phytosanitary Measures The Bureau of Animal Industry (BAI) is generally tasked with imposing sanitary and phytosanitary measures on livestock products. These are done in terms of
quarantine services and inspections to ensure that livestock imports will not endanger human life and animal health. Although any private individual can now import live animals and livestock products, the
Veterinary Quarantine Certification (VQC) is still necessary requirement for livestock imports.For imported meat and meat products, the National Meat Inspection Commission (NMIC), imposes strict inspection procedures
to determine whether sanitary standards are met. Veterinary Quarantine Certificate (VQC) are required for all meat imports. NMIC also classifies meat imports according to quality (e.g. manufacturing grades or choice
cuts) so that appropriate levies are duly paid. Bureau of Customs Procedures Since livestock and poultry are subjected to import taxes, they automatically pass the Bureau of Customs. This
procedure should be very simple, but importers complain of delays and pilferages ( on meat). The appropriate tax rate is only three percent on landed value but sometimes fees are much higher.
Magna Carta for Small Farmers The Magna Carta for Small Farmers, commonly known as R.A. No. 7607 generally provides that no agricultural imports should be made where the country has adequate quantities.
R>A> 7607 is the basis for quantitative restrictions for most agricultural imports such as grains (rice and corn) and including all livestock products, except beef. Sectional provision of this law,
specifically paragraph 10 of section 23 was already repealed by the Agricultural Tariffication Act. |
